The German-based company paid Elmendorf to lobby on legislation to expand a health plan for poor children and restructure the Medicare benefit for seniors.
Some lawmakers wanted to attach provisions to the bill that would have lowered reimbursement to dialysis centers for the purchase of drugs. Those proposals were not included in the bill that ultimately passed Congress and was signed by President Bush.
Lobbyists are required to disclose activities that could influence members of the executive and legislative branches, under a federal law enacted in 1995.
