Otter Tail's high-voltage line crosses Grass Lake near Lidgerwood. Commissioners, during a special meeting Thursday, said when the line and structures were built, they were on dry land. Now, lower parts of the structures are under water.

Otter Tail wants to move the line to avoid ice damage to the support structures, commission President Susan Wefald said. The work will cost about $260,000.

The Fergus Falls, Minn.-based utility serves Devils Lake, Wahpeton, Jamestown and a number of other communities in North Dakota, where it has about 57,000 electric customers.
