Green, who also has served as Lee's vice president of circulation since 2002, will become vice president of circulation for Lee St. Louis and president of STL Distribution Services.
"Nancy is one of the sharpest circulation experts in the industry," said Kevin Mowbray, Lee vice president of publishing and publisher of the St. Louis Post-Dispatch.
The St. Louis paper, with a daily circulation of 265,000, is the largest of Lee's papers. Davenport-based Lee publishes 50 daily newspapers and has a joint interest in five others.
Frank will become vice president-audience, taking on duties previously held by Green.
Mary Junck, chairman and CEO of Lee, said the new position reflects the importance of developing print and online audiences.
Frank, who joined Lee in 2003, previously was market research manager for the San Diego Union-Tribune.
Green has been publisher in Waterloo since 2004. Before joining Lee in 2000, she was vice president for advancement at Clayton State University.
David Braton, who will succeed Green as publisher in Waterloo, has served as the Courier's advertising director since 2004. He joined Lee in 1999, holding sales and management positions at Lee papers in Bismarck, N.D., and Beatrice, Neb.
Lee also has online sites and more than 300 weekly newspapers and specialty publications in 23 states.
