Leinenkugel replaces Jack Fischer, who resigned in July. The Milwaukee Journal Sentinel reported Fischer and a top aide billed taxpayers more than $21,000 for three international trips in less than three months this past spring.

The newspaper also reported several weeks after Fischer's resignation that he billed taxpayers more than $500 to take limousines while he attended meetings in the Twin Cities.

Leinenkugel, 50, vice president of sales and marketing at Jacob Leinenkugel Brewing Company, will begin his state job on September 29.
