The coffee giant had initially planned to only offer it to anyone who voted on Election Day, but changed to make it available to all -- whether they voted or not -- after concerns surfaced that the promotion could violate election laws.

"To ensure we are in compliance with election law, we are extending our offer to all customers who request a tall brewed coffee," Starbucks spokeswoman Valerie O'Neil said in an email to WSJ.

It is the first time the chain has done a promotion like this.
