The flooding that's occurring in the New York, New Jersey and Pennsylvania areas are bordering on the lines of history, as rivers are now nearing levels that haven't been witnessed since Hurricane Agnes in 1972.

The National Weather Service in Binghamton, N.Y. has issued flash flood warning for Madison County, Eastern Onondaga County and Oneida County in central New York until 5 p.m. EDT on Thursday.

New York Gov. Andrew M. Cuomo on Wednesday said the state's full response capacity has been deployed to Broome County, where heavy rains from Tropical Storm Lee have caused increased flood levels.

About 125 National Guard troops with high axle clearance vehicles have been deployed along with the State Emergency Office to the area to help in rescues, Cuomo said.

As of 10:56 a.m. Thursday, the NWS issued an advisory noting heavier rain had tapered off across the region. Despite this, forecasters said several roads remain inundated and travel is locally hazardous.

Improvement will probably be slow to occur, the NWS stated.

Other locations included in the warning are Boonville, Bridgeport, Camden, Canastota, Chittenago, Cicero, Hamilton, Hinckley, La Fayette, Morrisville, Oneida, Rome, Syracuse, Tully, and Utica. The warning isn't limited to these areas, the NWS stated.

Rapid flooding of streams, creeks, urban and poor drainage areas is likely in and near these location, according to the NWS, which has asked residents to report any flooding at the toll free number 1-877-633-6772 or via e-mail at bmg.stormreport@noaa.gov.

Flooding from the remnants of Tropical Storm Lee has closed dozens of highways and secondary roads in Pennsylvania. More than 100,000 people have been told to evacuate.

The Pennsylvania Department of Transportation has advised motorists on Wednesday not to travel if possible because of the widespread closures.

At least three deaths in Pennsylvania have been linked to the flooding.

In one incident, Patrick O'Rourke, Derry Township police chief, told The Associated Press that authorities recovered the body of a man in his 70s from a home after a friend reported that the man had failed to meet him as planned.

We took a direct blow yesterday, O'Rourke said. You can't get from one side of the town to the other.

Hurricane Agnes was the first tropical storm and first hurricane of the 1972 Atlantic hurricane season. It was a rare June hurricane that made landfall on the Florida Panhandle before moving northeastward and ravaging the Mid-Atlantic region as a tropical storm.

The worst damage had happened along a strip from central Virginia through central Pennsylvania to the southern Finger Lakes region of New York.

Agnes brought heavy rainfall that lead to 129 deaths and it reportedly caused $1.7 billion in damage.
