New restrictions were added, some were softened by Basel Committee. Basel Committee on Bank's supervision eased its restrictions on bank's capital and liquidity, while on the other hand, the committee tightened regulations on bank's borrowing in order to reduce bank's risk taking.

Assets and minority stakes in other financial firms held by the bank could be considered capital under the new proposal; in addition the committee set a leverage ratio for banks on a global scale.

The leverage ratio could be binding internationally by the year 2018, while other measures are still under consideration by the committee in order to be included as Bank's Assets.
