Congress determined that electric utilities will receive a maximum of $100 billion in bonus carbon pollution permits under the American Clean Energy and Security Act, Reuters reports, citing congressman Rick Boucher.

The bonus permits come with the condition that utilities must capture and store their greenhouse emissions, Boucher said.

The bill, if passed, will permit companies in the United States to offset a maximum of 2 billion tons of their emissions.

Companies can purchase carbon offsets to neutralize all the emissions from their operations. The money raised is used to fund clean energy or environmental projects.
