A newspaper has declared Socialist candidate Francois Hollande the winner of France’s presidential election.

Le Soir, a Belgian newspaper, said Hollande has received 53 percent of the vote, citing a source at the Socialist Party.

Three polls – Harris Interactive, Sofres and Opinion Way -- conducted on Sunday also gave Hollande a commanding lead, with between 52.5 percent and 53 percent of the tally.

Le Soir also reported that incumbent Nicolas Sarkozy has cancelled a planned rally at the Place de la Concorde in Paris, suggesting he is prepared to concede.
