Libya's transitional leadership hopes to ask the U.N. Security Council to terminate its authorization for a no-fly zone and NATO intervention by October 31 but needs a few days to decide, a Libyan U.N. envoy said on Wednesday.

Speaking to the 15-nation council, Libyan Deputy U.N. Ambassador Ibrahim Dabbashi also said no Libyan government soldier shot ousted leader Muammar Gaddafi after his capture on October 20. Gaddafi died of wounds he had sustained prior to his capture, Dabbashi said.
