After years of wrangling and disagreement, the New York City Council has approved a plan to rezone 13 of the 26 acres on the city's west side waterfront known as Hudson Yards for commercial and residential development.

So far, the project has no financing and is nothing is expected to be built anytime soon. The land is now used for Long Island Railroad operations.

Only one part of the revitalization plan is on schedule - expanding the No. 7 subway line from Times Square. Work has begun and the line is expected to open by the end of 2013, officials said Monday.
