Spain's Prime Minister Jose Luis Rodriguez Zapatero replaced Pedro Solbes as Finance Minister. He is accused of not reacting efficiently to the country's deepening recession.

In a major cabinet reshuffle Tuesday, he appointed Elena Salgado, presently Public Administration Minister, as Economy Minister, replacing Solbes.

Salgado was also promoted as second Deputy Prime Minister.

Manuel Chaves, Prime Minister of the Andalusian region, is the new minister for Territorial Co-operation and Third Deputy Prime Minister.

Jose Blanco, the deputy leader of the ruling Socialist Party, is the Infrastructure Minister.

Angel Gabilondo, the vice-chancellor of a university in capital Madrid, is the new Minister for Education.

Zapatero appointed Trinidad Jimenez, secretary of state for Ibero-America, as health and social policies minister.
