Today, Occam Networks®, Inc. (NASDAQ: OCNW) announced a leading role in the development of Quality of Experience (QoE) and Quality of Service (QoS) recommendations for the deployment of IPTV over DSL. The Broadband Forum's Technical Report 176 (TR-176), "ADSL2Plus Configuration Guidelines for IPTV" co-editor and contributor Dov Zimring also serves as Occam's Director of Strategic Technology and Solutions.

QoE and QoS requirements for the delivery of IPTV over DSL networks have presented service providers with significant challenges. Noise and other changes to the DSL transmission channel faced when deploying IPTV over DSL access or home networks have at times resulted in packet loss and degradation in video quality. TR-176 enumerates profile parameter guidelines for service providers to address this challenge and ensure a consistent, high-quality IPTV experience to subscribers over DSL networks. The report integrates input from service providers, equipment vendors and DSL silicon vendors who recognized the importance of creating guidelines to support IPTV over DSL.

"As a result of Occam's first-hand experience in over 80 IPTV deployments, we were eager to work with the Broadband Forum on recommendations for network QoE and QoS requirements," noted Zimring. "While all-fiber networks are the technology of the future, many service providers still maintain either all-copper or mixed fiber/copper networks, and will do so for some time. Now, those providers can realize the significant revenue opportunities of IPTV by utilizing these best practice recommendations."

"Consumer demand for advanced TV and video services continues to escalate, with 100-channel HDTV packages, on-demand HD video access, richer EPG/search capabilities and interactive games becoming table stakes for operators in many markets. These services require significantly higher bandwidth than most current DSL networks are able to provide," said Erik M. Keith, Principal Analyst for Broadband Infrastructure at Current Analysis. "Occam Networks' nearly 10 years of expertise and proven success in helping service providers upgrade their networks provides a strong foundation for creating a comprehensive, baseline set of parameters supporting IPTV."

"IPTV is among the most challenging services to deliver over a broadband network and will become even more so as service providers begin offering High Definition (HD) IPTV," said Gavin Young, Broadband Forum Technical Committee Chairperson. "No packet re-transmission or Application Layer FEC (AL-FEC) can repair and mask these problems if the DSL link is not only experiencing bit errors but continuously losing synch and re-training. The key to resolving this is a good understanding of DSL profiles. TR-176 provides guidelines for service providers to understand these profiles and associated parameters for the delivery of IPTV over ADSL2plus, which is one of the most significant access technologies used to deliver IPTV."

Future Broadband Forum reports will expand on TR-176 by including profiles for Dynamic Spectrum Management/Dynamic Line Management (DSM/DLM) and VDSL2 profiles for IPTV. The Broadband Forum released TR-176 in September 2008 and includes it in the Forum's BroadbandSuite 3.0 showcase at the TelcoTV 2008 Conference and Expo on Nov. 11 - Nov. 13 in Anaheim, California.
