Jean Pierre Pacheco, 25, a resident of Coney Island, Brooklyn, New York, was arrested and charged with murder after fatally shooting his 17-year-old neighbor.

Pacheco, who was on the run, came with a lawyer and turned himself over to the police today. The police say he not only killed 17-year-old Alyssa Rodriguez but also injured the victim’s boyfriend, Armani McLeod, the New York Daily News reported.

According to the police the incident took place early morning on Nov. 7 when the couple knocked on Pacheco’s door, and an argument ensued. The police reported that this happened just before the shooting at 4:15 a.m. EST in the Site 8 Houses on W. 35th Street.

Earlier, the New York Daily News reported an eyewitness neighbor who didn’t want to be named saying that she heard Pacheco and McLeod arguing. "I told them, 'Calm down, stop arguing because people are sleeping,'" she said. McLeod reportedly replied to her saying that someone had taken his money and then raced down the stairs.

The neighbor also said that she asked Rodriguez to get inside the house. She said that McLeod came back and she heard an argument between Rodriguez and McLeod after which McLeod again banged on Pacheco’s door. Then she heard the gunshot, the report said.

Another resident who lived in the same building, Steven McCain, claimed that he rushed out of his home as soon as he heard gunshots only to find Rodriguez on the floor and her boyfriend who was trying to revive her.

"She was lying face-down on the ground," McCain said. "They were trying to revive her, trying to get her up, but she was gone," he added.

Rodriguez was taken to Coney Island Hospital but nothing could be done to save her.

The police suspect the accused was arguing with the couple over a supposed romantic rivalry.

However, in a report by WNBC, an NBC affiliate, the mother of the victim, Tracy Colon, denied this theory.

"Why you gotta shoot, why you gotta shoot man?" Colon said. "Look what happened to an innocent 17-year-old girl who hadn't even lived her life yet," she added.

Another neighbor, Victoria Lynch, reportedly said she heard gunshots before 4 a.m. EST and on coming down after a few hours she found a bloody crime scene along with shoes and clothes on the floor. "My condolences go out to all the families involved in this. It breaks my heart," Lynch told WNBC.

In the same report another unnamed witness said, "They were on here in the hallway, screaming, crying, carrying on. And I saw her die."

This is not the first time that Pacheco is on the wrong side of the law. According to police sources, he was apprehended in 2009 in a homicide case in Coney Island but was never indicted.
