Dubai's restructuring proposal for Dubai World's debt signals the emirate's commitment to state-linked firms, the chairman of Dubai's Supreme Fiscal Committee said on Sunday.

Sheikh Ahmed bin Saeed al-Maktoum also said that the fiscal committee would set up a program to address vulnerabilities in Dubai's financial system and that the government of the United Arab Emirates would issue a federal debt management law later this year, according to a speech prepared for delivery.
