It’s no secret that “Gotham” is going to introduce Harley Quinn at one point, and executive producer John Stephens earlier said that it will happen this Season 3. When asked again by Cinema Blend about when the character will make her appearance, he finally gave a more specific answer. “We might see [her] in Episode 22,” he revealed.

Stephens and his co-executive producer Ken Woodruff earlier told IGN that “Gotham” fans had already seen Harley in past episodes, they just didn’t know it was her. “You may have already seen Harley as a person that you thought you had met and known for a long time. So we always reserve the right to sort of do that as well,” said Woodruff.

Stephens added that “the Harley Quinn of it all is a bit more of a sticky wicket but it’s one we’ve already thought about for the character. We don’t want to give too much away, but it will definitely be someone connected to the Joker cult world that we have set up. But it’s down the road, later in Season 3 right now.”

Due to their cryptic comments, fans jumped to several conclusions as to who the character might be. However, the most popular belief is that Barbara Kean (Erin Richards) is the lady they were referring to. During an earlier “Gotham” episode, a thug came in threatening Barbara’s new club The Sirens, which she co-owns with Tabitha Galavan (Jessica Lucas). Instead of feeling frightened or threatened, Barbara gave a sinister laugh before beating up her would-be assailant.

The Wrap noted that Barbara’s crazy reaction is reminiscent of Harley Quinn’s equally crazy persona, and there’s a huge chance that “Gotham” is slowly molding Barbara into Harley.
