Iran's state-run media reported Wednesday that the gunman who killed Neda may have mistaken her for the sister of an Iranian terrorist.

Those groups who want to create division in the nation, the Islamic Republic News Agency reported.

The news paper also said they (terrorist group) planned the woman's killing to accuse the Islamic republic of ruthlessly dealing with the opposition.

Neda Soltan was shot to death on Sunday on her way to an anti-government protest. Witnesses say she was shot by a government-supporting Basij militiaman.

Her death was caught on video and the footage has now been viewed by millions. To Iranian protesters she is increasingly being seen as a martyr figure.

The Islamic Republic News Agency or IRNA is the official news agency of Iran. It is government-funded and controlled under the Iranian Ministry of Culture and Islamic Guidance.
