A Florida man was arrested and charged with animal cruelty Tuesday after neighbors say they saw him sexually abusing his 8-month-old dog on the porch of his apartment in Daytona Beach.

James Bull, 61, is in custody at the Volusia County Jail after he couldn’t come up with $15,000 bond, court records show. He was booked on two cruelty to animals charges, including one felony.

Neighbors discovered the alleged dog sex abuse when they heard the female dog’s cries. But Bull didn’t stop when caught, according to a police report of the incident obtained by the Orlando Sentinel.

"They heard the animal yelp and cry but [Bull] continued with the conduct," the report said.

The witnesses said they saw Bull sexually abusing the dog with his hands, according to the Daytona Beach News-Journal. Neighbors claimed it wasn’t the first time the man had abused his dog, which was only described as an 8-month-old female light brown mix. Police said a neighbor heard the dog yelping and noticed Bull sitting in a chair with his pants around his ankles and the animal in his lap.

"Both witnesses claim that they can hear the animal crying and yelping through the walls of the apartment, but not when she is chained up on the porch," the report said, according to the Sentinel.

Police arriving on the scene described the dog as emaciated and found the pup chained to a post in the front of the apartment. The police report said the dog had no food, water or shelter, according to Orlando television station WKMG. Officers took the dog to the Halifax Humane Society for treatment.
