“Gotham” will continue to throw crazy cases to Gordon (Ben McKenzie) and Bullock (Donal Logue). In episode 2, the detectives dealt with child trafficking and in episode 3, "The Balloonman," they’ll deal with something a little more deadly.
The latest murderer wreaking havoc on the city of Gotham is a sort of vigilante. He takes the corrupt citizens of Gotham and attaches them to weather balloons. The victims die while attached to the weather balloon, which is scary for many members of the Gotham City Police Department. The GCPD is incredibly corrupt, so any of the officers or detectives could be at risk. Gordon might regret fooling the GCPD into believing that he is “with the program.” If the new vigilante believes Gordon actually shot the Penguin (Robin Lord Taylor), he’ll be in trouble.
However, someone might realize that Gordon faked Oswald Cobblepot’s death. The Penguin will return to Gotham in episode 3, despite Gordon’s warning that he should never come back. Oswald has big plans to rise in the ranks of the criminals that rule the city, but first he’ll have to work for someone else. His new job will involve working “close to an influential figure in the underworld,” according to the episode 3 synopsis.
Maroni was a name that Falcone (John Doman) tossed around in episode 2. He worried that without the Waynes around, someone like Maroni might try to take power in Gotham. Oswald could be working for the up-and-coming crime boss.
