“Gotham” episode 3 introduced Maroni (David Zayas), and it looks like he’ll be sticking around for episode 4. The up and coming mob boss is looking to take over Arkham, and that just might put Gotham's corrupt politicians on his side, according to the latest episode synopsis.
Episode 4 is titled “Arkham” because it will revolve around a city council vote on the district. That portion of town, where the old Arkham Asylum is, has been locked up and abandoned for years. Maroni wants to take over town, while Falcone (John Doman) wants to keep him from gaining power. This vote means everything to them, and they’ll likely be trying to influence the city council.
Gordon (Ben McKenzie) and Bullock (Donal Logue) will have to protect the politicians. This isn’t the typical corruption that normally haunts Gotham politics. There didn’t seem to be much danger for anyone following Falcone, but Maroni’s rise to power changes things. If there are conflicting crime bosses, the stakes are upped and the outcomes can be more violent. The entire city council might have to fear for their lives as “politicians from both sides are in danger,” teases the synopsis.
Maroni won’t be the end of Gordon’s troubles. He’ll receive a visit from “an old friend.” At the end of episode 3, Oswald Cobblepot (Robin Lord Taylor) showed up on his doorstep. Gordon won’t be thrilled to see that the Penguin returned to town, despite his warning.

It seems that Cobblepot won’t be the only dead man to show up in “Gotham” Season 1 episode 4. Grayson McCouch will guest star as Thomas Wayne, Bruce’s (David Mazouz) dead father. Unlike the Penguin, Mr. Wayne is actually dead, so he’ll likely be featured in a flashback or a hallucination for Bruce.
