President Obama and a pair of senators from opposing parties agreed on Thursday on the idea that small businesses should be allowed to pool together to lower health insurance costs.

Rep. John Kline (R. -Minnesota) said economies of scale would lower expenses for small businesses, exactly in the same way that large businesses do. He made the comments during a White House summit on Health Care reform in Washington.

Sen. Max Baucus (D-Montana) said he has proposed something similar in the Shop Act, which would set up a small business exchange and takes advantage of pooling to shop and get the best insurance deal.

We really are close on that issue, Baucus said.
