US Appeals Court Says Obama NLRB Recess Appointments Unconstitutional

President Barack Obama didn't have the authority to make three recess appointments in 2012 to the National Labor Relations Board, the U.S. Circuit Court of Appeals for the D.C. Circuit ruled Friday.

The president had bypassed the Senate to fill vacancies on the panel.
