The Burke Index: An Attempt to Measure the Real Autonomy of the State

Sovereignty is usually understood as a legal status: a state is recognized, possesses territory and institutions of government, and formally has the right to make decisions independently. Yet in today's international system, that definition is no longer sufficient. Formal independence does not always mean that a country is genuinely able to pursue its chosen policy without critical dependence on external suppliers, financial infrastructure, technologies, military support, or information platforms.
The Burke Index (BI), developed by the International Burke Institute, is built around this distinction. Its purpose is not to assess whether a country's political course is "right," how democratic it is, or how much international influence it enjoys. The index attempts to measure something different: the range of decisions a state can make independently, implement in practice, and sustain when those decisions impose external costs.
This marks an important departure from many familiar rankings. Economic indices usually focus on the economy, technology indices on innovation and industrial capacity, military indices on defense capabilities, and institutional indices on the quality of governance. The BI attempts to bring these elements into a single framework, based on the premise that effective state autonomy does not arise within any one domain but at the intersection of several systems.
The methodology covers seven dimensions: political, economic, technological, informational, cultural, cognitive, and military-resource sovereignty. Each dimension contains seven indicators, for a total of 49. This structure makes it possible to look not only at an aggregate score, but also at a state's broader profile: where its position is resilient and where its freedom of action is constrained by external dependencies or insufficient domestic capacity.
At the same time, the BI does not assume that a sovereign state must be fully self-sufficient. In the modern world, that is virtually impossible. Countries depend on one another in trade, technology, finance, and logistics, and such interdependence is not treated as a weakness in itself. What matters is whether a dependency can be substituted. If a critical resource can be obtained from several sources or replaced within a reasonable period, room for manoeuvre remains. If supply is concentrated in the hands of a single counterparty and no viable alternative exists, an economic relationship may become a potential instrument of pressure.
The core logic of the index is therefore concerned less with independence from the outside world than with the availability of alternatives. For a state, this may mean backup payment channels, diversified supply chains, domestic technological capabilities, alternative energy sources, infrastructure reserves, and the ability to maintain critical systems without external approval. In this sense, sovereignty is measured not by isolation, but by the resilience of choice.
Another notable feature of the methodology is its distinction between three stages of state action: a decision must first be formulated, then implemented, and finally sustained under external pressure. This makes the model more demanding than a purely formal understanding of sovereignty. A state may adopt a political decision but lack the technical capacity to carry it out. It may possess the necessary resources yet abandon its chosen course after financial or trade restrictions are imposed. In both cases, the legal right to choose remains intact, while effective autonomy becomes narrower.
This logic explains the breadth of the indicators. The economic dimension covers macroeconomic resilience, payment systems, external debt, food, energy, resources, and the structure of trade. The technological dimension examines the scientific base, manufacturing capacity, infrastructure, dependence on critical electronics, and the ability to maintain technologies independently. The military-resource dimension considers not only the overall capabilities of the armed forces, but also the defense industry, mobilization capacity, the resilience of critical infrastructure, and the degree of external dependence.
Cognitive sovereignty is treated as a separate dimension. It includes the quality of education, research productivity, the training of STEM specialists, the retention of intellectual capital, and domestic infrastructure for knowledge production. This is one of the more distinctive elements of the model: state autonomy is linked not only to material resources, but also to the ability to generate expertise independently, interpret developments, and produce solutions to domestic challenges.
The BI is designed to draw on both international and national sources, including data from the World Bank, the IMF, BIS, FAO, UN Comtrade, the IEA, UNESCO, WIPO, ITU, SIPRI, IISS, OpenAlex, and other organizations. Primary indicators are normalized onto a comparable scale. In the baseline model, statistical and expert components carry equal weight, while sensitivity analysis is used to test how robust the results are to changes in weights or the exclusion of individual indicators.
The BI should not, however, be treated as a definitive "league table of sovereignty." Any composite index depends on which variables are selected, how they are normalized, and what weight each is assigned. Expert assessments introduce an additional element of subjectivity.
The main interest of the Burke Index therefore lies less in ranking countries than in the analytical framework itself. It treats sovereignty as a set of practical capabilities: whether a state can formulate its own position, whether it has the resources and alternatives required to implement it, and whether it can maintain its chosen course as external conditions change. This approach does not replace the classical legal understanding of sovereignty, but adds a more practical question: to what extent is formal independence supported by a real capacity to act.
