OpenAI is committing $1 billion to a new cybersecurity initiative aimed at helping water utilities, electric providers, local governments, and other essential services defend themselves against a looming wave of AI-powered cyberattacks.

The program, called Daybreak for Frontline Defenders, will "expand subsidized access to Daybreak cyber models and products, training, technical support, and partnerships in the United States and internationally."

Company President Greg Brockman unveiled the initiative on Thursday during a cybersecurity summit at the company's headquarters attended by roughly 300 security leaders. The investment targets thousands of organizations responsible for essential public services that operate with "limited staff and budgets, while defending complex and aging systems."

OpenAI said the $1 billion commitment will initially prioritize organizations including those responsible for "the water coming from the tap, the electricity powering homes and businesses, the local government systems that deliver public services, and the financial institutions people trust with their money." The company expects the subsidized access to be consumed over the next six months and plans to expand the initiative to partner countries.

A U.S.-focused component, Daybreak for America, will bring OpenAI's cybersecurity models directly to organizations operating critical infrastructure. The company is also launching a pilot with the Multi-State Information Sharing and Analysis Center, or MS-ISAC, to train cyber defense teams, including personnel responsible for water systems.

OpenAI says its technology can help security teams examine "legacy code, analyze suspicious activity, identify and validate vulnerabilities, prioritize the most serious risks, and develop and test fixes." That capability could become increasingly important as artificial intelligence changes the economics and speed of cyberattacks.

Cybersecurity officials and AI researchers have warned that increasingly capable models could eventually autonomously discover vulnerabilities and combine multiple weaknesses into sophisticated attacks against complex computer systems. OpenAI itself warned in August that malicious actors will increasingly be able to use AI to conduct cyberattacks at greater speed and scale, potentially including autonomous operations.

The risk is particularly acute for critical infrastructure. Water utilities, for example, often combine conventional information technology with operational technology controlling physical equipment. Federal cybersecurity guidance has previously warned that these systems are frequently vulnerable to cyberattacks.

OpenAI is trying to counter that trend by putting more powerful models in the hands of vetted security professionals. Its Daybreak program already provides different levels of access for authorized defensive work, including vulnerability discovery, malware analysis, incident response, and patch validation.

The company is also working with more than 35 technology and cybersecurity products and services through its Daybreak Defense Network, embedding its models into tools and workflows organizations already use.
