Although the Legends and the Time Bureau are both formed by Rip Hunter and have the same job, the time-travelling groups are far from being similar.

In an interview with Entertainment Weekly, Marc Guggenheim, executive producer of CW’s “Legends of Tomorrow,” said that the Time Bureau fixes time in the “proper way,” and while the Legends also get the job done, they often end up fulfilling their tasks with consequential damages.

“What the Time Bureau represents is the proper way to do things,” Guggenheim said. “We say this a lot in the premiere, the Time Bureau is the scalpel, whereas the Legends are the chainsaw. They fix time, but they’re not pretty about it and they break a lot of eggs on the way to their omelets, whereas the Time Bureau is much more proper and they turn sharp corners and they do it without all the consequential damage to property and time, but probably also with a lot less fun.”

Guggenheim added that the Time Bureau is Rip’s (Arthur Darvill) “wish fulfillment.” “They’re very law-abiding and moral. The Legends were screw-ups. The Time Bureau isn’t,” the exec producer added. “They’re super-efficient and professional, so this is the best iteration that Rip could ask for. The example we always use is it’s like ‘Beverly Hills Cop’ [film series]. The Beverly Hills Police Department is an awesome, awesome institution. They turn sharp corners also and they’re very proper and always doing the right thing, but every now and again you need Axel Foley (Eddie Murphy) to really get things done. That relationship, the antagonism between Axel Foley and the Beverly Hills Police Department, is kind of what we’re going for in Season 3 with Legends and the Time Bureau.”

As a matter of fact, even though Rip now has the Time Bureau as his new crew, viewers will still see Rip enlist the help of the Legends in the new season.

In a separate interview with Entertainment Weekly, Darvill revealed that his character reaches out to his old crew for assistance when he starts to uncover the underlying mystery running through the new season.

“There’s a thing that he discovers, which is very important to him and he feels like, at times, he can sort out on his own, and then also realizes he needs to call on the Legends in order to help him,” Darvill said. “The Time Bureau, as much as they’re brilliant, they do things in too much of an official way in order for, in his opinion, things to actually get done. So his interaction with the Legends, at the moment, is very much as a means to an end for him in terms of what he’s trying to achieve.”
