The events of the “Citadel” come after the “NCIS LA” Season 7 premiere titled "Active Measures," which was about Callen’s search for information regarding Arkady Kolcheck (Vyto Ruginis). Unfortunately, his rogue mission turned out to be deadly. It’s a good thing his teammates were able to find him even if he kept it a secret from them.
