Congressional negotiators have agreed on legislation that would tie U.S. aid to Pakistan to significant progress by Islamabad in cracking down on al Qaeda, the Taliban and other militants, congressional sources said on Thursday.

Police were holding eight people on Tuesday, at least four of them foreign doctors, over a suspected al Qaeda plot against Britain that has triggered a manhunt stretching as far as Australia.

A four-wheel-drive vehicle crashed into the main terminal at Glasgow airport on Saturday and exploded in flames, a day after police foiled a possible al Qaeda plot to detonate two car bombs in central London.

Federal authorities said a plot by a suspected Muslim terrorist cell to blow up John F. Kennedy International Airport, its fuel tanks and a jet fuel artery could have caused unthinkable devastation.
