Federal authorities say a 35-year-old woman planned to blow up the New York State Capitol building in Albany in support of ISIS.
Jessica Bowie was charged with attempting to provide material support to a terrorist organization. In messages with FBI sources, Bowie said she wanted to target "enemies of God." Bowie, who converted to Islam five years ago, wrote that she had selected her target because these were the people writing laws and that was against the "commandments of Allah."
The plot culminated with the sources providing Bowie with $200. She was also told that she would need several items to make a bomb, including nails, acetone, electrical tape, and a 9-volt battery. On Aug. 5, she donned a full burka and went shopping for the materials at Home Depot.
In another image, Bowie is photographed surveilling the Capitol building. According to prosecutors, Bowie lived about two miles from the building.

"As alleged, Bowie plotted to deploy an explosive device at the New York State Capitol, intending to kill public officials and to destroy 'as much of the building as possible' before fleeing to ISIS‑controlled territory in Syria," said Assistant Attorney General for National Security John A. Eisenberg.
According to prosecutors, Bowie planned to hide the bomb in a food delivery bag to place the device inside the building. At one point she messaged that "[b]lowing kafirs brains out is beautiful." In Islam, kafir refers to nonbelievers.
"As alleged in the criminal complaint, Ms. Bowie swore her allegiance to ISIS and developed a detailed plan to attack the New York State Capitol to kill lawmakers and disrupt our government," said Craig Tremaroli, Special Agent in Charge of the FBI's Albany Field Office. "Make no mistake about it, Ms. Bowie's alleged plot was serious, it was dangerous, and thanks to FBI Albany's Joint Terrorism Task Force (JTTF), it was foiled."
Bowie had been routinely making statements online through various social media accounts supporting terrorism. For example, in May she wrote "Praise be to Allah for September 11th." In May, she also swore allegiance to ISIS.
In July, she began communicating with an individual who pretended to be an ISIS facilitator, telling him that "jihad is an obligation until the day of judgment."
When asked by the individual in July what Bowie hoped to accomplish, she wanted to "destroy as much of the building as possible" and "kill senators while they are meeting. "I want it to have a affect on the American system and destroy some of the taghut," she said.
