Trudeau has been attending campaign stops after calling for a snap election in mid-August. His goal is to win a majority for his Liberal Party.
Protesters have gathered at political events to oppose COVID-19 vaccine mandates and other restrictions in Canada.
Trudeau had to cancel an event to address supporters in Bolton, Ontario, in late August due to security concerns.
Similar events have resulted in other government and health officials being harassed, along with some restaurant owners and health workers.
"Nobody should be doing their jobs under the threats of violence or acts that put them in danger," Trudeau said during a Montreal campaign stop. "But it's not just political rallies where this is happening."
Trudeau has pushed for vaccine mandates, a key issue in the Sept. 20 election. Conservative Leader Erin O’Toole wants 90% of eligible Canadians to be fully vaccinated and would use paid time off for employees as well as providing transportation.
Trudeau had a very different message today about the protests and the gravel-throwing.

Today: "it is absolutely unacceptable" that people are throwing things and endangering others at a political rally. #cdnpoli https://t.co/YMJatliCCX
