An Amber Alert has been issued for a missing 6-year-old girl from Pennsylvania, who the police believe could be in the way of harm or danger.

According to the statewide Amber Alert issued by the police, the child has been identified as Zoe Moss.

Moss was last seen in the area of East Ward Elementary School in Downingtown, Chester County, on Tuesday at 6:10 pm ET.

"Police believe the child may be at special risk of harm or injury," law enforcement said, reported CBS News.

The girl was accompanied by a woman identified as Vanessa Gutshall, who was seen driving a 2016 VW Jetta. It was a Pennsylvania registered car with license plate KXR 3699.

Moss was described as a white female, standing 3'8" tall, weighing 50 lbs, with light brown hair and blue eyes. Gutshall is a 37-year-old woman, 5'2" tall, weighs 100 lbs, with light brown hair, and blue eyes. She was last seen wearing blue sweatpants and a blue hoodie.

A photojournalist based in Chester County shared the duo was last seen going westbound on Washington Avenue. Gutshall was believed to be homeless and living out of her vehicle. International Business Times could not independently verify these claims.

It was also not clear if there was any relationship between Moss and Gutshall.

Downingtown Area School District shared a post, clarifying Moss didn't go to any of their schools. "This is not a DASD student but we are asking your help in getting this little girl home safely. Please keep your eyes open and call 911 if you see anything," the post read.

Anyone with details on the location of Moss and Gutshall was asked to call Downingtown Police Department at 610-633-8810, reported 6ABC.

A Missing Endangered Person Advisory (MEPA) was sent out initially in this case, as the circumstances didn't meet the criteria for an Amber Alert.

MEPA alert is sent to local media for distribution to the public, as well as to local law enforcement to assist in the recovery of the missing person. The Amber Alert Plan for Pennsylvania was developed by the state police and named after Amber Hagerman, who was abducted while playing outside her home in 1996.

The police considers the following criteria before issuing one in cases of child abduction. The abducted child must be under 18 years of age, and believed to be in imminent danger of death or serious bodily injury. Availability of descriptive information, and time elapsed since the child was last seen, along with the reliability of witnesses is considered while deciding if an alert should be sent out.
