A man from Phoenix, Arizona, was arrested Wednesday after it was discovered he had impregnated an 11-year-old girl.

According to the police report, the investigation into the case began in November when the unnamed victim’s mother noticed a hickey on the girl's neck. When confronted, the girl told her mother that she was “in a relationship” with 20-year-old Carlos Jacinto Cobo-Perez. During interrogation, the girl told police that the accused had "kissed her on the lips on multiple occasions" and had also given her a hickey on her neck.

Police interrogated Cobo-Perez the following month, and he admitted to kissing the girl and also giving her a hickey in November. Cobo-Perez said he knew “their relationship was wrong” and also agreed to break the relationship and have no further contact with the girl. Police also interviewed a 16-year-old girl who lived at Cobo-Perez’s apartment complex.

“I told him that’s crazy. I told him he should like try to get away from her because she’s small and he’s older," the teen told police.

Speaking about Cobo-Perez, the victim’s stepfather said, “He kept insisting. She's an 11-year-old girl. He’s 20. Almost 21. But he said he already knew what he wanted. He got in her head, and she fell for it easily.”

The victim's stepfather also said when he decided to meet Cobo-Perez and tell him to stay away from the girl, the suspect called the police on him.

“I was angry. I wanted to take care of him myself, and the police said, 'don’t get involved, you’re gonna get yourself in trouble',” the stepfather said.

On May 17, the victim was taken to Phoenix Children's Hospital, where a test revealed she was pregnant.

Speaking to Arizona’s Family after learning about the girl’s pregnancy, her stepfather said, “I was working, and I wanted to leave work and destroy him, to be honest.”

The girl then told police that she and the accused had sex and that he got her pregnant. When questioned, Cobo-Perez too admitted to having sex with the victim without using protection. He said the two had sex in his parked car near her school. The accused also wrote a letter stating that "he knows he could go the jail for having a relationship" with the victim and that "he does not care if he goes to jail.”

Cobo-Perez was taken into custody and charged with aggravated assault and sexual conduct with a minor. He was held in jail on a $150,000 bond. Police said the accused was also an undocumented immigrant. Cobo-Perez was scheduled to appear in court May 28.

When asked why Cobo-Perez was not taken into custody after he confessed to the crime in December, Phoenix police released a statement to Arizona’s Family saying, "This matter is now the subject of an administrative inquiry, meaning it is under internal investigation. We are unable to provide more until it has been resolved."
