Theo Galavan (James Frain) is expected to be a conductor of chaos on "Gotham" Season 2 as the villains will rise up in the years before Batman comes of age. Fans of the Fox show can get their first look at the villain in action in a sneak-peek video from Season 2, episode 1, "Damned If You Do."

In the clip Galavan is shown talking to a row of Arkham Asylum inmates, which includes the joker-esque Jerome Valeska (Connor Monaghan) and Detective Jim Gordon's ex-fiancée Barbara Kean (Erin Richards). He also introduced his sister, Tabitha Galavan (Jessica Lucas), a.k.a. Tigris. "The world sees criminal lunatics, I see brilliance, I see charisma and power," Galavan says.

He appears to be attempting to assemble the inmates into some sort of a team, each using their gifts to make Gotham "tremble." Barbara claims to not be a brilliant outlaw like the others, and says she just has issues. Galavan tells her she has ferocity, beauty and desire, which is why she should join him.

Gotham executive producer Danny Cannon told TV Guide that Galavan is like "the Great Gatsby and Dracula coming to town," who will have plenty of money and influence who will try to make Gotham serve him. Galavan will also supposedly be the origin of a major villain.

"This season is about how one man will unleash and empower the villains and make them understand that they are more powerful than the people fighting against them," Cannon dished.

In addition to the new faces, villains like Victor Zsasz (Anthony Carrigan), Oswald Cobblepot (Robin Lord Taylor), and Edward Nygma (Cory Michael Smith) will be returning for Season 2. It will be up to Gordon (Ben McKenzie), Bullock (Donal Logue) and new police Captain Nathaniel Barnes (Michael Chiklis) to try and stop the villains from taking control of the city.

"Gotham" Season 2 premieres Monday, Sept. 21, on Fox at 8 p.m. EDT.
