A man and a woman were arrested after multiple dogs escaped from a house and attacked several people in the New Brighton neighborhood of Staten Island, New York City.

The incident took place on the 200 block of York Avenue near Prospect Avenue at about 12:50 p.m. Tuesday, triggering a huge emergency response from the police and fire departments, NY Post reported.

Rodney Jones, 48, a resident of the York Avenue home, and Shontay Holland, 29, who lives on Junius Street in Brooklyn, were charged with reckless endangerment, aggravated cruelty to animals, and acting in a manner injurious to a child, the police said, as per SILive.

As soon as the cops arrived at the scene, they saw at least six dogs wandering around neighbors in the street and "actively attempting to bite people," an NYPD spokesman said. The entire incident reportedly unfolded in 10 minutes when the canines were left unsecured.

During the investigation, cops found the dogs were left unattended in the house before they escaped. They bolted out of the residence through an open window, attacking several and injuring at least three people, including a toddler and a 13-year-old girl.

While the 2-year-old girl suffered injuries to her left arm and the left side of her body, the 13-year-old girl was bitten in the leg. A 19-year-old woman sustained bite marks on her leg. They were transferred to a hospital in West Brighton with injuries that were not life-threatening, and are expected to recover, the NYPD noted.

Neighbors described a reckless and chaotic scene on the street after the attack, which included mostly pit bulls.

One woman, who witnessed the incident from her front porch, said she was startled by the loud barking and people screaming.

"[The dogs] kept going up the hill and the down the hill, and across the street some guy went up on top of the car to get away from them," Coralee Chandler told NBC New York.

"I was scared because once I seen them attack the lady, one of them reached for her ankles, grabbed her ankles then dragged her," eyewitness Heaven Smith said as reported by ABC7. "She gets on the floor. Then they all start pounding on the lady and it was over."

Officials pointed out there were at least eight to 15 dogs in the home, most of which were reportedly puppies. They were eventually captured and transferred to Animal Control, Pix11 stated.
