Eight foster children who disappeared from Queens, N.Y., foster care agency last week have all been found in good condition in Harrisburg, Pa.

NYPD officials said the children's biological mother, Shanel Nadal, 28, abducted the children during a scheduled visit to the Forestdale Inc. agency in Forest Hills, N.Y., during a scheduled visit last Monday. Nadal and the children's father are awaiting extradition to New York and charges are pending.

The children were identified by the police as Nephra Payne, 11; Nephra Ceo Payne, 10; Nephra Shalee Payne, 6; Nephra Umeek Payne, 5; Nephra Yahmen Payne, 4; Nephra John Payne, 9; and Nephra Rahsul Payne, 6. A girl, Nefertiti Payne, is 11 months old.

At the time the children were abducted, they were spread among three different foster homes.

Barbara Emanuel, the foster mother to Neferiti Payne,, told NY1 last week that she was at Forestdale Inc. during the supervised visit, and had only looked away for a moment when Nadal took them.

I (had) told her that, you know, let's work together, you know, work together with the agency so that you can have the children back, Emanuel said. I mean she always agrees. She always agrees. So I don't know where this came from.

Police told NY1 that when the children were found, they appeared to have been preparing to sleep in a van without a license plate. Police told The New York Times that Ms. Nadal and Mr. Payne currently reside on Amsterdam Ave. in Manhattan.
